III Regional Conference on Payments and
Financial Market Infrastructures

Montevideo, Uruguay, September 24-25, 2025

The Directorate of Financial Market Infrastructures of CEMLA, in collaboration with the Banco Central del Uruguay, organized the III Regional Conference on Payments and Financial Market Infrastructures. The conference was held in a hybrid format from September 24 to 25, 2025, with the participation of 99 representatives from 31 institutions and CEMLA associates, representing 26 countries.

The event comprised five sessions. The first session focused on technological advancements in banking and included a study on customers’ perception of investment in artificial intelligence, a model on users’ choice of payment instruments, and an analysis of digital wallets in Peru.

The second session featured presentations by the central banks of Chile and Costa Rica on the modernization of fast and retail payment systems, along with an analysis of their impact on financial inclusion.

The third session examined the relationship between digital remittances and financial inclusion, followed by two presentations on the role of authorities in bank runs and on risk and liquidity management.

During the fourth session, representatives from the Banco Central do Brasil presented models applied to the financial sector, and the session concluded with a presentation on the impact of cash usage in four case studies.

Finally, the fifth session focused on central bank digital currencies (CBDCs), with presentations addressing the balance between integrity and privacy, as well as the digital currency project of the Central Bank of Peru.
