The Board of Governors of the Center for Latin American Monetary Studies (CEMLA) held its annual session in Washington, D.C., under the chairmanship of José Luis Escrivá, Governor of the Banco de España, with the participation of representatives from member central banks and collaborating institutions.
During the meeting, General Director Manuel Ramos Francia presented the CEMLA Strategic Plan 2025–2028, which defines three key pillars: consolidating CEMLA as the leading regional forum for central banking, strengthening the dissemination and generation of technical knowledge, and ensuring institutional sustainability and innovation. The document was approved unanimously.
The results of the ENDEVAT-2025 survey were also presented, identifying the thematic and technical assistance priorities of member central banks, along with the new Operational and Organizational Architecture 2025, designed to enhance value for the membership. The Program of Activities 2026 and the Draft Budget 2026 were also approved, both aligned with the new strategic framework.
The Audit Committee presented its annual report, highlighting progress in transparency, planning, and financial sustainability, and recommended conducting an independent external evaluation of the Center. Finally, the proposal to amend CEMLA’s Statutes was presented, aimed at modernizing governance and strengthening the powers of both the Assembly and the Board of Governors.
